It’s a an effective trick, but not hard to see how it could be done.
Penn asks Tom Jones to say stop and cuts the deck at that point.
Then he tries to find the card in the deck, without much success.
After many failed attempts of locating the card Penn wakes Teller up and the card is marked on his eyes.

The very start of the trick relies on a cut to determine the card…
This seems the most obvious point to force the correct card.

It’s still a great card trick with a nice twist at the end.
